The plan of the London Borough of Richmond to apply punitive charges to owners of 4x4s and those with more than one car is a bold move. But how about an environmental tax on those who choose to pave over front gardens for parking their vehicles, and prosecutions for those large vehicles protruding on to the public footpath? Will other councils follow suit?
