Housing association Peabody is seeking contractors to take on the regeneration of its £120m St John's Hill Estate development.
Peabody is investing the money in the estate’s redevelopment, demolishing old buildings and building 527 new homes.
The plans met fierce opposition from neighbours and councillors last year when they were approved by Wandsworth Council last year.
Cyril Richert, speaking on behalf of the Clapham Junction Action Group, said: "It is a failure for the council that approved a report that was in breach of several of its policies.
"And it has failed the residents who face many years wrangling over the kind of scheme that will be acceptable."
Work is set to start on site in July and complete in three phases by the end of 2022.
