At least five drivers who went to Cheam to pay their respects during Sunday's remembrance service were given parking tickets.
Parking restrictions in were lifted in the road outside Cheam Library for Sunday's service but remained in place in the car park behind the library.
It meant at least five drivers were hit with fines.
A council spokesman said: "There is a 50 pence charge for using this car park on Sundays. Charges have been in place for many years.
"Signs in the car park also make it clear that a fee has to be paid".
