Criterion Capital - owners of the St Nicholas Centre and the Trocadero - plans to turn derelict Sutherland House in Brighton Road into a 20-storey skyscraper made up of 94 flats, a 70-bed hotel and a roof-top restaurant.
The developers are in discussion with Hampton by Hilton - the hotel chain's budget brand - to provide the hotel.
"This is the start of regeneration of this area," said development director Michael Hughes.
