Conservative Jonathan Pritchard is the new councillor for Cheam ward, following yesterday's election.
Mr Pritchard won with 1541 votes, 87 votes ahead of Liberal Democrat hopeful Wendy Mathys who came in at a close second.
UKIP candidate Frank Day and Labour representative Kathy Allen trailed behind with 260 and 106 votes respectively.
The election presents no change to the political make-up of the all-Conservative ward, with Mr Pritchard replacing disqualified Conservative councillor Eleanor Pinfold.
Mr Pritchard is a widowed father of one who has his own business providing educational IT services. He has lived in the borough for 27 years.
Results Jonathan Pritchard - Conservative Party - 1541.
Wendy Mathys - Liberal Democrats - 1454.
Frank Day - UKIP - 260.
Kathy Allen - Labour Party -106.
There were 11 spoilt papers Electorate - 7647.
Votes Cast - 3374.
Turnout - 44%.
