Hounslow borough has frozen its council tax bill for the second year running.
Council leader Peter Thompson said the freeze meant Hounslow's tax bills had dropped from fifth highest in London to 11th.
"Too many families are crippled by high bills and rising costs of living, and we do not believe people can afford to pay any more," Coun Thompson said.
"So it is up to us to respond by lowering our tax burden.
"Since council tax was introduced in 1993, the average bill in Hounslow has more than doubled.
"This has particularly hit residents with low to moderate fixed incomes, such as pensioners, who have struggled to meet continual rises."
The freeze means the borough's slice of the average Band D household council tax bill will remain at £1,090.65 over the next year.
The GLA bill comes to £309.82.
