A Croydon chicken shop wants to extend its opening hours until 3am, but some residents fear this will lead to “aggressive behaviour”.
Chixee Chicken on 33 Brigstock Road in Thornton Heath has applied to Croydon Council for a premises licence for the provision of late-night refreshments.
The applicant, who has gone under the name of Chixee Ltd, wants the shop to still be open for customers between 11pm and 3am.
The plan will allow customers to walk into the shop from 11pm to 1am, and from 1am to 3am they will operate a delivery service only.
In order for the application to be approved, the applicant must meet four licensing objectives: the prevention of crime and disorder, public safety, the prevention of public nuisance, and the protection of children from harm.
Chixee Ltd has assured the council that they will meet each criterion, stating that they have a “CCTV system that covers the business premises” and they have a “zero tolerance on alcohol and drugs on site and will not allow any entry or serve individuals intoxicated”.
They added that staff have been trained in conflict management and will operate strict procedures, effectively meeting the prevention of crime and disorder criteria.
In order to meet the criteria of the prevention of public nuisance, Chixee Ltd stated that it “will not be playing any amplified music” and "will ensure litter picks in the vicinity”.
To avoid a mass crowding drivers by the shop, the applicant stated that it will “not allow the congregation of delivery drivers outside the premises and will ensure that all deliveries to the shop will be during the daytime hours”.
They also promised not to provide “any form of regulated entertainment that will cause harm to children”.
However, despite these assurances, some people have objected to the applicant’s submission.
Resident Imogen Scouter expressed worries over increased noise pollution, littering and waste management, anti-social behaviour and crime late at night, and a negative impact on residents’ wellbeing.
The resident accused Chixee Ltd of installing a new kitchen extract system without appropriate planning permission.
She added: “The extract is currently pointing directly at my window and produces a lot of noise, and I am finding this increasingly distressing.
“I do not want to be kept up until 3am.
“We also frequently have people sit on the steps up to four residential flats to sit and eat their food and frequently have rubbish left on our doorstep.
“I am also concerned that having the shop open until 3am but not allowing walk-in service past 1am could lead to aggressive behaviour that would disturb residents.”
Croydon Council’s Licensing Sub-Committee will make a decision by Wednesday, November 20.
