Question is, is the legislation offered to protect the lives of stray dogs and our pets or is it designed to offer jobs to 'officials' becoming Gods in Society who get to demean others by unreasonable control.
PWCP = PetWorld Culture Preservation! Animals are living beings and part of the natural world. Responsible Pet Owner Ship requires dedication, commitment and an understanding of the animal's culture. Avoid lazy pet owners by education, rather than punishing, again, the animals.
