David Smith, chief executive of Epsom and Ewell Council, will retire at the end of July after 23 years of service.

The decision to leave follows Mr Smith’s serious stroke last October.

Councillor Eber Kington said: “David’s contribution has been immense and much of what we are, and what we have achieved, has been down to his drive, energy and ability to inspire others to innovate and succeed.

“His relaxed style of leadership and regular presence in and around the organisation showed he understood the value of listening to staff and learning from their experiences. That willingness to engage with all staff was key to both his popularity and his ability to get the job done.

“David’s knowledge of local government law, the Council’s constitution and every aspect of council policy never ceased to amaze councillors. To be able to recall information, explain it clearly and at a moment’s notice is a rare skill, and one much appreciated by all who relied on his support.

“His ability to engage with individuals and external organisations has been crucial in ensuring that, through partnership working, we have increased the range and quality of the services we offer to our residents.”

A solicitor with a career in local government, David joined Epsom and Ewell Council as chief executive in 1986. He has played an active and integral part in borough activities ever since.
