Hammersmith and Fulham Council may ban new bars and clubs opening in a bid to reduce antisocial behaviour.
It would mean no new licenses would be granted in Fulham Road, Fulham Broadway and Stamford Bridge, apart from under exceptional circumstances.
These areas would be declared "saturation zones", indicating that however well-run each premises is, the sheer number is causing problems locally.
The plans follow complaints from residents and are under consultation until September.
A council report said: "Local residents, businesses and visitors within the Fulham town centre area are being affected by crime and disorder and public nuisance on a regular basis."
It added: "The number of premises in one location is resulting in issues such as excessive late-night noise, rowdiness, intimidation, litter and criminal damage, all of which have had a detrimental effect on the local area."
The council hopes to make a decision in January.
