Kingston Council’s ruling Liberal Democrats survived a rare motion of no confidence from the Conservative opposition last Wednesday night.
The Conservatives criticised bin collections, the contact centre, stock transfer and school places.
But none of the Liberal Democrats broke ranks, which would have been necessary for the vote to be successful.
The council is made up of 25 Liberal Democrats, 21 Conservatives, one Labour and one independent member.
Labour Councillor Steve Mama joined the Conservatives in calling for the Liberal Democrats to step down.
Independent member Sheila Griffin was on holiday.
Conservative Councillor Ian George said: "It is like nothing has happened apart from closing down old people’s homes and cutting services for the elderly and disabled.
"We are just putting the argument forward and we lost because we don’t have as many councillors."
Lib Dem councillor Frances Moseley said: "It needs to be a focussed attack but theirs was all over the place.
"It seemed to range from the serious to the trivial. You can’t ask the executive to resign because road side flower beds aren’t looked after properly.
"Conservatives in Sutton did a similar thing the night before, which also failed."
She said a vote of no confidence in an entire executive had never happened in all the years she had been a councillor.
She dubbed it a "complete waste of time" and said the Tories were just playing politics ahead of next year’s election.
The parties will go to the polls next summer to see who voters want to run Kingston Council.
