Kingston Council’s garden waste bags have the consistency of wet brown paper bags, according to Councillor Eric Humphrey.
Holding up one of the plastic waste bags at a council meeting on Tuesday, he said he had received a huge number of complaints received from residents because twigs were constantly tearing holes.
Councillor Bob Steed agreed the service was not up to scratch and said it was something that was being looked at.
Coun Steed said: “I’ve accepted we need to do something on this and we are doing so.”
Coun Humphrey accused the Liberal Democrats of complacency on the controversy of residents paying £22 for 10 bags which are “simply useless for purpose”.
