Elmbridge Council wants to sell off public toilets in Walton to developers.
The toilets in Church Street have not been in use since October last year, when councillors controversially voted in favour of axing public toilets in favour of the Community Toilet Scheme in a cost cutting exercise.
The scheme mean pubs, restaurants, shops and supermarkets let members of the public use their toilet facilities free of charge during normal opening hours.
Currently McDonalds and Rubys bar in the High Street are part of the scheme in Walton, but Councillor Chris Sadler from the Walton Society described the set up as "frankly, not very good".
He said: "I suggest that if one isn't told McDonalds and Rubys operate the scheme, you wouldn't know about it. The signs are miniscule."
He also said the land Church Street should retain its community use.
He said: "If the land is not being used as a toilet it should be put to other community uses rather than being sold of to the highest bidder."
