The elderly, disabled and those with learning disabilities are set for a massive price hike for services like dressing, washing and preparing meals.
Kingston Council is considering substantial increases in home care charges from next April, for all but the poorest residents, to make more money and cut its costs.
The plans could affect nearly two thirds of people who currently receive help with services like dressing and undressing, washing and personal hygiene, preparing meals and using the toilet.
The council is proposing removing the weekly £151.41 cap on charges and asking people with capital of over £23,250 to pay the full cost of their care.
Day services could also be axed.
It is also planning to reduce the subsidy for disabled and blind people, removing the 50 percent limit of disposable income currently in place.
Councillor Penny Shelton, executive member for healthy living and vulnerable adults, said: "Kingston has continued to subsidise services for as long as possible, but in this current economic climate the council has to review all of its budgets and find ways of reducing costs and increasing revenue."
