An anonymous letter sent by midwives to the Surrey Comet in July 2009 raised concerns about staffing levels at Kingston Hospital.
Two years later the hospital now employs 229 midwives, midwifery support workers and assistants, way ahead of the target it had set of 190.
There are only four vacancies, compared to 27 in 2009.
The hospital says it has also completed a range of measures to improve the unit and was voted the best in London recently.
But 214 midwifery and nursing posts are expected to be removed over the next five years to save money, 58 of which would be removed by April 2012.
One midwifery manager post has gone so far.
