The garden welcoming people to the £11.4m Westcroft Leisure Centre is "more like a tip" than a garden, according to a councillor.
Conservative councillor Peter Geiringer, who regularly uses the centre, said the area in front of it is "absolutely horrible".
He said: "We can spend £11.4m on the centre, but why can't we spend a bit on gardening?
"It's the first thing people see and it's horrific."
A sutton Council spokesperson said: "We are planning to install a fence and turf the banks later in the autumn in order to improve the appearance of the centre."
